The little white spots on Mugo, scotch and other pines are pine needle scales. They feed like aphids but are protected under the white covering they secret. This makes them difficult to control. Treatment time is suggested when Bridal wreath is in full to late bloom. You can use permethrin, orthene, insecticidal soap and other products. Systemics containing imidacloprid can also be effective.
